West Virginia law requires plumber certification, and since January 1, 2009 no plumber may perform or offer to perform plumbing work without a license issued by the Division of Labor, subject to listed exemptions. Classes are master plumber, journeyman plumber and plumber in training.
The State Fire Marshal's Office administers and enforces the state-wide electrician license program, along with electrical inspector and other licenses.
Since January 1, 2016 no person may perform or offer to perform heating, ventilating and cooling system work in West Virginia without a certification from the Division of Labor, subject to listed exemptions. Classes are HVAC technician, HVAC residential technician and technician in training.
Under the incidental installation rule, a retail dealer that installs a product it sells from inventory, such as window air conditioning units, washers and dryers or dishwashers, must collect sales tax on the product and on the labor and material charges for the installation. The rule does not apply to contractors.
Vendors who must collect West Virginia sales tax and do business in a municipality that imposes a sales and use tax must also collect and remit that municipal tax to the Tax Division.
