The state sales tax rate in Pennsylvania is 6%.
Pennsylvania adds a 1% local sales tax in Allegheny County and a 2% local sales tax in Philadelphia. The Department of Revenue's guide lists only those two as having imposed local taxes.
Per the Department of Revenue's Retailer's Information Guide, building maintenance or cleaning services are taxable, but building repair services on buildings or property permanently affixed to real estate are not. On a taxable sale, tax applies to the full purchase price with no deduction for labor, shipping, handling, delivery or installation costs.

The Pennsylvania Attorney General's office says locksmiths who perform home improvements on private residences are home improvement contractors and must register with its Home Improvement Contractor Registration program, unless they do less than $5,000 of such work in a year.
Pennsylvania has no state license for most construction contractors. Some municipalities have their own licensing or certification, typically for electrical and plumbing contractors, and the state keeps no record of which ones, so check with the municipality where the work will be done.
Under the Home Improvement Consumer Protection Act, a home improvement contract over $500 on a private residence must be in writing and signed by the consumer and the contractor, and must include the work, start and completion dates, total price and the consumer's right to cancel.
Sales tax filing frequency depends on tax liability: monthly if it is more than $600 per quarter, quarterly if it is less than $600 per quarter but over $300 a year, and semi-annual at $300 or less a year. Monthly and quarterly returns are due the 20th after the period ends.
