The state sales tax rate in New York is 4%.
Counties and some cities add local sales taxes to the 4% state rate, and New York City's 8.875% combined rate includes 3/8% imposed for the Metropolitan Commuter Transportation District.
The Department of Taxation and Finance says contractors must charge sales tax on repair, maintenance and installation work on real property but not on a capital improvement. Installing, maintaining, servicing or repairing tangible personal property, such as automobiles and appliances, is also a taxable service unless the customer holds the property for sale.

The New York City Department of Consumer and Worker Protection (DCWP) requires a Locksmith license to repair, service, install, inspect, and open and close locks by mechanical means. DCWP says that under Local Law 183 of 2025 individual locksmiths will no longer need to be licensed from May 31, 2027.
A contractor must register for sales tax if it makes taxable sales or performs taxable services, but is not required to register if it only performs capital improvement work.
For a capital improvement, no sales tax is collected from the customer if the customer gives the contractor a properly completed Form ST-124, Certificate of Capital Improvement.
