The state sales tax rate in New Jersey is 6.625%.
Certified sellers in Urban Enterprise Zones may charge a reduced 3.3125% rate (half the state rate) on most taxable sales of tangible personal property, but charges for services must be collected at the full 6.625% rate.
A repair person who works on tangible personal property rather than land or buildings, such as a TV repairer, must charge Sales Tax on both labor and parts. For work on real property, whether labor is taxed depends on whether the job is an exempt capital improvement or a taxable capital improvement, repair, maintenance or installation service.

The State Board of Examiners of Master Plumbers, in the Department of Law and Public Safety, issues the master plumber's State license under P.L.1968, c.362.
The Board of Examiners of Electrical Contractors regulates electrical contractors under P.L.1962, c.162 (C.45:5A-1 et seq.), and the same board licenses locksmiths and alarm businesses.
Under the State HVACR Contracting License Law, a business may not engage in HVACR contracting or advertise as a Master HVACR contractor unless it is authorized under the act, which the State Board of Examiners of HVACR Contractors administers.
For a taxable job, a contractor who itemizes materials and labor on the bill may deduct only the separately stated cost of materials; if the bill is not itemized, the entire receipt is subject to tax.
When work results in an exempt capital improvement, the contractor charges no Sales Tax on the bill, and the property owner must give the contractor a completed Certificate of Exempt Capital Improvement (Form ST-8) to keep on file.
