The state sales tax rate in Maryland is 6%.
The Department of Commerce says Maryland's sales and use tax rate on tangible personal property and certain services is 6.0 percent, unless a specific exemption is provided, and that there are no general sales or use taxes levied by Maryland's counties or municipalities.
The Comptroller says labor to repair existing personal property is not taxable (fabrication labor is), and parts are taxed when repair labor and parts are separately stated, while a lump-sum repair charge is exempt. Charges to repair real property such as a building, including separately stated materials installed, are exempt.

Under the Maryland Locksmiths Act (Title 12.5 of the Business Regulation Article), businesses that provide locksmith services, including corporations, partnerships and sole proprietors, must obtain a license. Employees who do hands-on work do not need a license but must undergo a criminal background check.
The Board of Plumbing licenses and regulates individuals who provide or assist in providing plumbing and gas services in Maryland.
The State Board of Electricians issues master electrician licenses and accepts applications for apprentice and journey licenses.
The Board of Heating, Ventilation, Air Conditioning and Refrigeration Contractors licenses and regulates individuals who provide commercial and residential HVACR services.
Each licensed Maryland locksmith must put six items on every invoice or receipt for a service call: the service address, the type of lock serviced, the VIN if applicable, the quoted cost, the actual cost paid and the Maryland Locksmith License Registration Number.
If a Maryland repairer sells a part and offers free installation, the tax applies to the full price of the part, because the transaction is treated as a labor charge of zero.
