Iowa taxes a service only when Iowa law specifies it, and the Department's list of taxable services includes electrical and electronic repair and installation and plumbing, including drain cleaning. Taxable labor is exempt when connected with new construction, reconstruction, alteration, expansion or remodeling, but remains taxable for repairs and installations.

Under Iowa Code chapter 105, a person may not operate as a contractor or install or repair plumbing systems without a license issued by the Plumbing and Mechanical Systems Board, which is part of the Department of Inspections, Appeals, and Licensing.
Under Iowa Code chapter 103, no one except a licensed electrical contractor may engage in the business of providing new electrical installations or other regulated electrical services. The Electrical Examining Board, created within the Department of Inspections, Appeals, and Licensing, licenses electrical contractors and master electricians.
The same board licenses mechanical work: under Iowa Code chapter 105, a person may not operate as a contractor or install or repair HVAC, refrigeration, sheet metal or hydronic systems without a license issued by the Plumbing and Mechanical Systems Board.
On new construction, reconstruction, alteration, expansion or remodeling, an Iowa contractor pays sales tax on materials when buying them and charges the customer no tax. For repairs and installations that do not rise to that level, the contractor charges the customer sales tax on materials and supplies and on any taxable labor.
