Hawaii has no general state sales tax.
Hawaii has no sales tax. Its general excise tax (GET) is a tax on businesses' gross receipts: 4.5% for retail goods and services, contracting and similar activities (which includes a 0.5% surcharge all four counties have adopted) and 0.5% for wholesaling and manufacturing. A business may pass the tax on to customers, up to 4.712%.
The GET applies to services as well as goods. The Department of Taxation lists selling retail goods and services and construction contracting among the activities taxed at 4.5%, which is the 4% rate plus the county surcharge.

We could not confirm a state-level locksmith license for Hawaii from an official source. Check with your city or county.
The Contractors License Board licenses plumbing contractors under classification C-37, covering the installation, repair or alteration of complete plumbing systems. The state also has a Board of Electricians and Plumbers.
The Contractors License Board licenses electrical contractors under classification C-13. The state also has a Board of Electricians and Plumbers.
The Contractors License Board licenses ventilating and air conditioning contractors (C-52) and refrigeration contractors (C-40).
Businesses are not required to charge customers the GET, though many visibly pass it on; they must pay the GET whether or not they charge it.
